Position Overview
Axia Residential is seeking a hands on, detail-driven Portfolio & CapEx Manager to oversee all service vendor relationships, capital project execution, and spending compliance across our 10-property, 2500-unit multifamily portfolio.
This is a high-impact role responsible for negotiating contracts, securing competitive pricing, managing CapEx projects, enforcing purchase order systems, and ensuring budget discipline across all communities. You will work closely with the VP of Operations, VP of Asset Management, Regional Managers, and on-site teams — but you will personally own and execute all aspects of procurement and CapEx oversight.

Key Responsibilities
Procurement & Vendor Management
· Lead competitive bidding, pricing negotiations, and contract execution for all service vendors across the portfolio (landscaping, HVAC, plumbing, waste, pest, maintenance supplies, etc.).
· Ensure all contracts provide maximum value while meeting quality and operational standards.
· Standardize vendor selection and bidding protocols to reduce cost variability across properties.
· Build and maintain a preferred vendor network with consistent pricing and performance expectations.
CapEx Project Execution
· Manage planning, bidding, and oversight of all CapEx projects — from scopes and timelines to quality control and vendor performance.
· Coordinate closely with the VP of Asset Management and ownership on capital draw schedules, documentation, and execution benchmarks.
· Conduct regular site visits to monitor project progress, resolve issues, and ensure on-time/on-budget delivery.
Budget Oversight & Purchase Order Compliance
· Monitor and enforce compliance with the company’s purchase order (PO) system across all sites.
· Review property-level spending by category (R&M, CapEx, contracts), identify overruns, and implement corrective actions.
· Collaborate with Property Managers and Regional Managers to ensure all spending stays within approved budgets.
· Provide regular reporting and spend analysis to leadership.
Maintenance Systems Support
· Partner with maintenance leads and on-site teams to ensure they are using approved vendors and following company procurement protocols.
· Support the implementation of preventative maintenance standards and best practices related to vendor-driven services.
· Occasionally assist with troubleshooting or site-level inspection of large-scale repairs or vendor work.
Qualifications
· 5+ years of experience in multifamily property operations, with a focus on vendor negotiation, capital projects, and procurement.
· Strong knowledge of CapEx project planning, draw processes, and contractor oversight.
· Familiarity with maintenance systems, common R&M categories, and building infrastructure (HVAC, plumbing, electrical, etc.).
· Proficiency with property management systems (RealPage preferred) and purchase order/work order tools.
· Strong financial and analytical skills; able to read and track budgets, invoices, and variance reports.
· Highly organized, self-directed, and capable of managing multiple priorities across properties.
· Valid driver’s license and reliable transportation; travel between sites may be required from time to time (primarily within metro Atlanta).
· EPA Universal Certification is a plus.
