Position Summary
Axia Residential is seeking a hands on, detail-driven Facilities and CapEx Manager to oversee all service vendor relationships, capital project execution, and spending compliance across our growing multifamily portfolio (www.arcmf.com).
This high-impact role combines operational expertise, technical leadership, and financial acumen to ensure every property in the portfolio is maintained to Axia’s standards of excellence in quality, safety, and performance. The Facilities/CapEx Manager will serve as the key liaison between property operations, regional leadership, and ownership — driving consistency, accountability, and cost discipline across all communities.
The ideal candidate is both strategic and tactical — someone who can negotiate competitive vendor pricing in the morning, walk a roof inspection in the afternoon, and present budget forecasts to executive leadership by evening. You’ll work closely with the VP of Operations, VP of Asset Management, Regional Managers, and onsite teams, but you’ll personally own and execute all aspects of procurement, capital oversight, and operational compliance.

Key Responsibilities
Leadership & Supervision
- Lead, train, and mentor on-site Maintenance Supervisors and service teams across multiple properties.
- Conduct regular property visits to assess maintenance performance, property conditions, and compliance with company standards.
- Promote a strong culture of safety, accountability, and professional growth across all maintenance teams.
Operational Management
- Oversee day-to-day maintenance operations, including preventive maintenance programs, work order management, unit turns, and building system upkeep.
- Ensure timely and high-quality completion of service requests, inspections, and repairs (HVAC, plumbing, electrical, carpentry, etc.).
- Implement operational best practices to improve efficiency, reduce costs, and extend asset life.
Procurement & Vendor Management
· Lead competitive bidding, pricing negotiations, and contract execution for all service vendors (landscaping, HVAC, pest control, waste, supplies, etc.).
· Standardize vendor selection and performance protocols to reduce cost variability and improve consistency across properties.
· Build and maintain a preferred vendor network with negotiated pricing, service SLAs, and accountability metrics.
· Ensure all vendor agreements deliver maximum operational and financial value.
Capital Expense Oversight & Project Management
· Monitor and enforce compliance with the company’s purchase order (PO) system across all sites.
· Review property-level spending by category (R&M, CapEx, contracts), identify overruns, and implement corrective actions.
- Partner with Regional and Corporate leadership to develop and execute annual Capital Expenditure (CapEx) and Renovation budgets for assigned properties.
- Oversee all phases of capital projects, including scope development, contractor selection, budgeting, scheduling, quality assurance, and closeout.
- Evaluate property needs to prioritize capital improvements (e.g., roofs, HVAC replacements, exterior paint, paving, amenity upgrades).
- Track CapEx spending, report progress, and ensure projects are completed on time and within budget.
- Collaborate with ownership and asset management teams to forecast long-term capital planning needs and investment strategies.
Budgeting & Financial Management
- Develop and manage regional maintenance operating budgets.
- Review and approve vendor bids, contracts, and invoices to ensure cost-effectiveness and quality.
- Monitor maintenance and CapEx expenditures, track variances, and report regularly to senior leadership.
Compliance & Safety
- Ensure all maintenance operations meet OSHA, EPA, and local regulatory standards, as well as company policies.
- Conduct regular inspections to maintain compliance with safety and environmental regulations.
- Maintain accurate records for inspections, permits, and compliance documentation.
Resident Experience & Quality Control
- Partner with Property and Regional Managers to ensure communities are well-maintained, functional, and visually appealing.
- Support site teams in resolving recurring maintenance issues and improving resident satisfaction scores.
- Ensure maintenance standards align with brand expectations and enhance property reputation.
Qualifications
Education: High school diploma or equivalent required; technical or vocational certification preferred. Associate’s or bachelor’s degree in Facilities Management, Construction, Engineering, or a related field is a plus.
Experience:
- 5–7 years of progressive maintenance management experience in multifamily housing or a related industry.
- At least 3 years in a regional, multi-site, or portfolio leadership role.
- Demonstrated experience managing capital improvement projects and budgets.
Technical Skills:
- Strong working knowledge of building systems (HVAC, plumbing, electrical, mechanical).
- Proficiency with property management and maintenance software (Yardi, RealPage, or similar).
Certifications:
- EPA Universal, CPO, and OSHA certifications required.
Leadership Skills:
- Strong organizational, communication, and project management skills
- Proven ability to lead remote teams and manage multiple priorities across a diverse portfolio.
Physical & Travel Requirements
- Ability to travel regularly within assigned region.
- Must be able to lift up to 50 lbs and work in various environmental conditions as needed.
